Netflix on NBN Terrible

A few days ago I switched from Telstra Cable (100/2) to Telstra NBN on HFC (100/40) in Melbourne.

Netflix has been flawless and I could stream in HD with no pixelation or buffering any time of day.

Since moving on the NBN, I seem to be cursed by 'peak congestion'. Streams take a long time to start (up to 20 secs) and when it does start it is no where near HD.

I still have the older cable connection running simultaneously and I can switch to that connection and speeds improve dramatically to what they were. The older connection will be terminated shortly.

I know this has been mentioned a few times already, but thought I would post my experience and hopefully get a response from Telstra on their expected resolution for this congestion issue. It only seems to affect Netflix.... performance of everything else is the same as on the older cable connection.

If this is due to congestion, surely Telstra has the budget to ensure that their customers are serviced properly with proper bandwidth.
